Lisbon airport is filled to capacity

The Mayor of Lisbon, Carlos Moedas, emphasized the need for balance in managing Humberto Delgado Airport’s capacity to protect residents while supporting the city’s economy and tourism. Speaking before a public meeting, he acknowledged the years it will take to build a new airport in Alcochete, making it essential to manage the current airport, which is already at capacity. He expressed his intent to limit flights to avoid disruptions, while recognizing the importance of tourism.

The discussion on expanding Humberto Delgado Airport’s capacity, prompted by a request from the Socialist Party (PS), was scheduled for 3:00 pm in the Lisbon City Council’s Archive Room. The PS highlighted the negative impacts—noise, pollution, and traffic congestion—already affecting the 100,000 residents living near the airport, noting that Lisbon ranks second in Europe for residents exposed to aircraft noise.

Various environmental and civic organizations were invited to the meeting, including the Portuguese Environment Agency and the League for the Protection of Nature. Other political parties in the council also invited additional entities, such as the Bloco de Esquerda party, which invited the civic platform "Aeroporto fora, Lisboa melhor" advocating for an end to night flights.

In May, the PSD/CDS-PP leadership proposed compensating the municipality for the temporary increase in airport capacity and minimizing the infrastructure’s impact. However, this proposal was rejected. The council did approve a motion from the PCP for the immediate construction of a new Lisbon airport and the eventual closure of Humberto Delgado Airport, opposing any expansion of its capacity. The communists also called for the immediate cessation of night flights, a motion that was approved despite PS opposition. Additionally, a BE motion to prevent an increase in hourly flight movements and advocate for the gradual closure of the airport was partially approved.
